Planning policies play a crucial role in determining the outcomes of development decisions. There is considerable debate regarding their formulation; some argue that these policies are crafted with excessive flexibility, while others contend that they are well-articulated but subject to misuse.

Regardless of these viewpoints, planning policies are written instruments, and it is not uncommon for a policy to fail in addressing all anticipated scenarios. What transpires in such circumstances?
