In recent weeks, a debate has erupted over the local plan review of the Villa Rosa site in St. Julians. This was not unexpected, particularly given the surrounding controversies related to the adjacent DB project and other anticipated developments by the Corinthia Group, which are likely to unfold in due course. The Nationalist Party has filed a motion to discuss the matter in the Standing Committee on the Environment, Climate Change and Development Planning.
I am neither a politician and not much interested in political manoeuvring. As a planning lawyer, architect, and academic, my focus is on addressing legal misunderstandings and explaining what the law stipulates in such situations.
Earlier this week, I discussed this matter in detail on two occasions on TVM —first on Sunday morning during Hadt l-Ahbar and again on Monday night during XTRA following the news. Meanwhile, I have published a legal analysis that provides a step-by-step explanation of how a local plan can be reviewed under the current legal framework.
