Today, I penned a piece for the Times of Malta inspired by a recent report from The Daphne Caruana Galizia Foundation, which drew a connection between the rising number of construction accidents and the increase in planning permits.
In this article, I emphasized the importance of not hastily assigning blame or jumping to conclusions when construction accidents occur, particularly those involving building failures. Instead, it is crucial to, first, conduct a comprehensive assessment to verify the accuracy of instructions provided by the architect. If the instructions prove to be adequate, attention should then shift to evaluating the execution of the project on-site. Contractors on site must, therefore, possess the necessary capabilities to implement satisfactory instructions in a safe and systematic manner. We must address a culture where individuals can become contractors overnight. Meanwhile, we face a significant issue that is not solely influenced by the quantity of planning permits or the duration it takes to obtain them.
